Fast forward to 2018 when the Supreme Court ruled on Murphy vs. NCAA. In the case, the NCAA and four major sports leagues filed suit against New Jersey for their attempts to legalize betting on sports. New Jersey argued that though they may have been in violation of PASPA, the law itself was unconstitutional. In the end, the Court ruled in favor of NJ, deciding that PASPA was in violation of the Tenth Amendment of the Constitution. Now, Virginia and all other states have the choice to make sports betting legal.
Virginia has recently passed a gambling expansion bill that would allow for brick-and-mortar casinos to go along with online gambling and sports betting sites. However, the timetable and locations for these entities are still unknown. While Colonial Downs is not technically located in Richmond, Virginia, it will likely be the closest sportsbook to the city. Colonial Downs was once a thriving Thoroughbred and Standardbred horse racing track in New Kent County, until it closed its doors in 2014. The track was known for being the only 1 and 1/4th-mile harness racing track in the nation, plus some of the fastest race times were recorded at the track. In April 2018, the racetrack was purchased by Revolutionary Racing, a Chicago-based investment group. The multi-million dollar renovation will include the addition of historic racing machines, which mimic slot machines but involve wagering on past races. The track is predicted to host 25 live race days, and eventually open several OTB locations throughout the state.
